The pressure really needs to be put on Congress. As long as Congress continues to cede its authority to him, all he has to do is ignore the 22nd Amendment like he ignores the rest of the Constitution. Checks and balances that aren't exercised are the same as not having checks and balances.
In this regard at least, the spectacle he (and Musk) create daily is taking too much of people's attention off of the culpability of Congress.
