That is exactly what we have with the Trump Administration deporting Venezuelans to a notorious El Salvador prison. ICE says that those who are there either have criminal records, proving they are dangerous, and the ones who have no record also indicates they are dangerous. A “lack of specific information about each individual actually highlights the risk they pose,” according to ICE official Robert Cerna. So, if you have a criminal record, you are dangerous. If you don't have a record, you are dangerous.
