If upon subscribing to a Mastodon account it were possible to import all your existing IG relationships, and all your friends would already be there and you could follow them in one click, you'd see similar numbers. Threads is just a different UI for the same database of IG and FB users, it's like saying the new version of your website is popular because people refreshed their tab and landed on the new version.
