1. How is this even legal?
2. Is anyone/anything going to enforce that bill and how?
1) it is not legal. It violates both the US and TN Constitutions; it is deeply unlawful on both the federal and state levels.
2) one imagines they are planning for the TN Attorney General to enforce it.
The measure may not become something the TN legislature passes, and if they did pass it, then it wouldn’t make it through a competent court.
But if the president is allowed to circumvent Congress and the courts, TN may aim to do the same.
