Is a longer antenna always better? Would extending this beyond 25cm improve the signal reception for this car? (Operating frequency is 40MHz)

@babababa depends on the wavelength. In this case, very unlikely.

@babababa doubling the length *may* help, but often these things run on unlicensed frequencies and the distance is probably limited by power restrictions and nearby interference.

@piepants Another idea I have is to alter the design of the antenna.

Right now it's affixed to the interior of the car housing. If I drill a small hole in the housing and have the antenna protrude 7cm up from the body, I wonder if that might improve reception.

@babababa That should help a little. It will get it away from the electronics and motors which will be generating electrical noise.
