They were offered to be equal partners with the same format of the 9/11 committee, but they declined. </p><p>They chose not to participate (other than a few that defied their party) because they WANTED it to be viewed as partisan. They knew what Trump did was unlawful and they wanted to provide political cover for him anyway.</p>
